Application Guidelines
Wyoming DOT (WYDOT) recently awarded its seventh round of Safe Routes to School projects. Nine Safe Routes to School projects were awarded, totaling $975,728. Wyoming is a minimum guarantee state and its annual Safe Routes to School allocation is $1,000,000.
Monies have been awarded for fiscal years FY05-FY11. Of the FY11 awards, five were for infrastructure (mostly sidewalks along local roads) and four were non-infrastructure (mainly education, encouragement and enforcement). Many communities have received repeat awards over the past five years. The City of Cheyenne is one of those communities and has successfully completed the construction of two projects and will complete a third this fall. A map showing the location and type of Wyoming’s Safe Routes to School awards can be found here.
WYDOT has awarded all five years of its federal SRTS funding, and we are awaiting either a new bill or a continuing resolution of the current SAFETEA-LU bill. In the meantime, we plan on having a call for infrastructure applications, for which we will create a prioritized list of projects and award them as funding becomes available. The application cycle for infrastructure applications will open again on September 15, 2011 and will close on December 31, 2011. Non-infrastructure applications are accepted year-round.
State Advisory Committee
The committee has seven members with one representative from each of the following: SRTS Coordinator, WYDOT, Wyoming Association of Municipalities, Wyoming County Commissioners Association, FHWA, WY Department of Education and Wyoming Association of Sheriffs and Chiefs of Police.
State Outreach Programs
WYDOT currently offers the SRTS National Course, which is provided through the National Center for Safe Routes to School.
Evaluation Methods
WYDOT currently requires grantees to submit evaluations semi-annually. The WYDOT is requiring that the data is gathered using the National Center for Safe Routes to School Student Arrival and Departure Talley Sheet and Parent Survey.
Success Stories
Burlington, WY
Burlington is a small rural Wyoming town with one-third of students living within one and a half miles of school. Even for students who live relatively close to school, the roads are unpaved gravel, there are just a few street lights scattered through town and the only sidewalks in town run for just five blocks along the high-speed state highway that bisects the town. With a little more than $365,000 in SRTS funding, sidewalks have been built and students no longer have to walk along the high-speed state highway or in the middle of gravel roads. A 2009 survey showed that about 44 percent of kids now walk to school and that 14 percent of children have switched from walking to bicycling now that sidewalks are available.
