We have all been waiting to learn how the new federal transportation bill, Moving Ahead for Progress in the 21st Century, or MAP-21, will be implemented. The new Transportation Alternatives Program (TAP) is of particular interest since it now includes Safe Routes to School and Transportation Enhancements funding. In the Greater Washington, DC region, we have our answer.

The Greater Washington DC region was recently ranked in a report as #1 for congestion. I took that to mean we need to diversify -- get people out of cars on their feet, on their bikes or on transit.

It is important to assess where we are, where we have been and where we are going. This time of year naturally leads us to those thoughts. At the risk of being cliché, I welcome the opportunity to think about what worked well with the Greater Washington, DC network in 2012 and what we might do differently in 2013.

The first weekend of December, I joined 18 fellow citizens at the National Capital Transportation Planning Board (TPB) Community Leadership Institute (CLI). The purpose of the CLI is to learn more about how transportation decisions are made in the region and how to become more involved in the decision-making process. This was the 10th CLI since it started in 2006.

I recently had the privilege of speaking at the Fairfax County Bike Summit. It was the first Bike Summit in the county. Fairfax County has come a long way through the work of the Fairfax Advocates for Better Bicycling.

As I continue to work regionally, across two states and a federal district, I am always looking for opportunities where people are already collaborating beyond their own jurisdictional lines. The National Capital Transportation Planning Board (TPB) is the metropolitan planning organization for the Greater Washington, DC region.

In my first blog post, I indicated the Greater Washington, DC area regional network brought the unique challenge of encompassing two states and a federal district. Multi-jurisdictional work always brings challenges but different states and DC laws add an additional layer.
