Safe Routes to School National Partnership Strategic Plan 2007 - 2010
Vision: The Vision of the Safe Routes to School National Partnership is the emergence of a national culture that fosters and facilitates safe bicycling and walking to and from schools throughout the United States.
The culture we envision will include:

Federal, state, and local governments that employ policies and programs that facilitate and finance effective Safe Routes to School activities that include the 5Es: education, encouragement, engineering, enforcement, and evaluation

A national culture that recognizes the importance of walking and bicycling to school as a means to develop an active lifestyle and encourage physical health and mental well being throughout life

School Boards and administrators that seek to encourage walking and bicycling to school when siting new schools
-
School-based efforts who promote Safe Routes to School

Public-health, public safety, law enforcement, and transportation professionals that embrace non-motorized transportation to and from school as a major element of children’s health and quality of life

Parents who support walking and bicycling to school, and choose to drive their children to school only as a last resort
-
Ever-growing numbers of students who see walking and bicycling as "cool," and use these modes increasingly as facilities, education, and opportunities improve
Mission: The mission of the Safe Routes to School National Partnership is to serve a diverse national community of organizations that advocate for and promote the practice of safe bicycling and walking to and from schools throughout the United States.
This will be accomplished by:

Providing leadership in promoting policies, legislation, tactics, regulations, and programs that are shown to be effective in producing successful Safe Routes to School programs

Providing forums for the exchange of best programs and best practices among the professionals and practitioners in the field

Conducting programs that promote, encourage, advance, advocate, and inspire the creation and improvement of Safe Routes to School programs across the country

Helping launch Safe Routes to Schools programs in communities across the country

Convening the national Safe Routes to School community in an annual meeting designed to celebrate the accomplishments of the movement and assess opportunities and challenges for the future

Enlisting the active support and involvement of other national organizations in the mission of the SRTS National Partnership
Goals:
Goal 1: The Partnership establishes goals for the SRTS national movement and encourages local programs, state Departments of Transportation, and the federal government to meet these goals.
Goal 2: The Partnership promotes SRTS in ways that inspire and energize the grassroots, both youth and adults, to implement programs and work proactively with state and local governments, and school districts.
Goal 3: The Partnership provides technical assistance to help ensure the best use of the federal SRTS transportation funds in states, and encourages multidisciplinary statewide participation.
Goal 4: The Partnership works together with partners to identify needed resources, and collaborates to create educational and training materials that fill important gaps.
Goal 5: The Partnership provides a coherent and well-documented advocacy and grassroots perspective on the effectiveness of SRTS projects.
Goal 6: The Partnership works to ensure the growth of governmental support, funding, and policy changes that will benefit Safe Routes to School.
Goal 7: The Partnership has adequate financial resources, organizational capacity, diversity of partner affiliates, and a solid organizational structure, which enables us to: accomplish our mission, provide a structure for new SRTS programs to join the Partnership, and serve all communities, especially those that have the greatest needs.
Annual Action Plans: The objectives and tactics to achieve the aforementioned goals will be created on an annual basis, resulting in an Annual Action Plan for each calendar year.
